Allied Command Transformation (NATO ACT) has contracted with ActiveStrategy for a comprehensive
engagement that includes strategy mapping, Balanced Scorecard creation, Business Review
implementation, and process improvement management consulting, as well as the deployment of
ActiveStrategy Enterprise™ Balanced Scorecard software.
ACT was established during the 2002 Prague Summit to focus on the transformation of NATO's
military capabilities, as well as to prepare, support, and sustain Alliance operations. Since the
end of the Cold War; the organization has defined and delivered a new value proposition of peace and
mutual security to its 26 member nations, often serving as peacekeepers, supporters in the war on
terror, and humanitarian aide providers. ACT’s mission is to think strategically about the future

ActiveStrategy is working directly with the Command Group, under the executive sponsorship of the
Director of Management, to support the complete implementation of an Enterprise Strategy Execution
management system. In addition to strategy mapping, Balanced Scorecard development and cascading,
and business review implementation, ActiveStrategy’s Consulting Practice will support the evolution
of new business processes, provide training on process improvement techniques, and support the
Command’s resource allocation methodology. As ACT’s military personnel typically rotate in 3-year
postings, ActiveStrategy will also be working to ingrain Strategy Execution methodology in the
organizational learning and knowledge management systems for long-term adherence.
To further ensure that these critical methodologies are widely adopted and implemented
consistently, NATO ACT will be utilizing ActiveStrategy Enterprise v7.0, software that will automate
the deployment of the organization’s cascaded scorecards, objectives, and performance measures. In
addition, the software system will house the projects and programs that make up the outputs of the
Command in a way that clarifies the linkage between work activities and strategic priorities.
