Miami, FL – May 28, 2009 – ActiveStrategy, Inc., the leading provider of performance excellence software and consulting, announced today that its client Miami-Dade County Park and Recreation Department received the prestigious Florida Governor’s Sterling Award, an honor that recognizes Florida companies for organizational performance excellence. Florida’s award is based upon the Malcolm Baldrige National Quality Award and is one of the most active of the state quality award programs.

The Florida Sterling Award, presented by Governor Charlie Crist and the Florida Sterling Council, is based upon these criteria: leadership; strategic planning; customer and market focus; measurement, analysis, and knowledge management; human resource focus; process management; and business results. Miami-Dade County's Park and Recreation Department is the first park and recreation agency in the State of Florida to receive the Governor's Sterling Award.

Miami-Dade County Park and Recreation Department operates and manages 258 park properties in Miami-Dade County, Florida, comprised of active and passive parks, as well as protected, environmentally sensitive properties. It is one of only 55 park and recreation agencies nationally accredited by the Commission for Accreditation of Park and Recreation Agencies. The County's Park and Recreation Department serves 2.5 million residents countywide.

Miami-Dade County as a whole has focused on performance excellence for more than five years. During this time, the 30,000-employee organization has made steady progress toward improving strategic alignment and achieving better outcomes. One key milestone was the 2005 adoption by the Miami-Dade County Board of County Commissioners of the Governing for Results ordinance, which established a Results-Oriented Government framework.

Another key milestone for the county was its 2005 selection of ActiveStrategy as a provider of performance excellence software and consulting. Since that time, Miami-Dade County leaders have worked closely with ActiveStrategy to first build a comprehensive Balanced Scorecard-based performance framework and then automate it in ActiveStrategy Enterprise (ASE) software. This framework supports the performance excellence efforts of the Park and Recreation Department, as well as the other more than 60 county departments.

The scorecard framework helps county departments link budgets to outcomes, allocate resources, ensure accountability for results, and communicate progress to the community. In fact, starting in 2008, the Park and Recreation Department began publishing a Community Scorecard, which established the baseline measures for the results that members of their community have indicated are most important to them. An annual scorecard will provide citizens with ongoing reports of progress.
